Support, benefits and source of revenue for structure discussed
I have received a recommendation from the Campus Fee Advisory Committee that the student parking fee be increased, effective no earlier than fall 2012, to support construction of a new, approximately 1,300-space, parking structure.
After review, I am approving the recommended $68-per-semester fee increase. It will be effective upon completion of a parking structure, which is expected in fall 2012 or fall 2013.
The student parking fee will increase to $136 per semester and will generate approximately $1.85 million, which would cover the debt service and possibly some annual maintenance cost for the structure.
As always, we carefully consider any proposed increase in fees. I know, however, that campus parking is typically cited by students as their top concern. Parking lots or structures must be funded out of parking fee revenues.
The recommendation from the fee committee came after a proposal from Vice President for Administration Cynthia Teniente-Matson. She noted that the Master Plan for the university requires building of at least one parking structure within the next five years to accommodate anticipated enrollment growth. There is little opportunity for building additional surface lots so a structure is our most efficient and effective option.
Ms. Teniente-Matson and Analyst Thomas Gaffery reported to the committee the consultation process that they used to gather student opinions on the proposed fee increase. They conducted an online survey (2,496 students participated), met with 10 student groups and convened three focus groups of commuters, students who bike to campus and students who walk to campus.
In his memo to me on this proposal, Dr. Paul Oliaro, vice president for student affairs and chair of the committee, said, “The Campus Fee Advisory Committee members fully understand the importance of their action and its implications. However, there was a consensus that the campus will need a parking structure and to delay action on construction of one or to construct one with smaller dimensions than the one proposed will only delay the problem and could end up with greater cost over the long run.â€Â
ASI President Graham Wahlberg agrees with this fee increase. “It is apparent that our campus is in need of a centrally located parking structure that can accommodate the anticipated growth. This increase will bring us in line with other CSU campuses and will ensure plenty of parking for us. A majority of consulted students agree that this is needed.â€Â
The new structure may be cited on the current footprint of Lots K and L (south of Barstow Avenue on the east and west sides of Campus Drive). Currently 330 spaces are available within these two lots, so approximately 900-plus spaces will be added. Most of the parking in the new structure will be designated as student parking. The cost of the structure would be $20 million to $25 million.
It is expected that consultation and planning on the new structure will begin immediately, but the new fee will not become effective until it is open for use.
This increase does not affect faculty-staff parking fees, which are subject to collective bargaining. However Vice President Teniente-Matson will engage the joint labor council in dialogue regarding the proposed parking plan and its impact to employees parking in that area of campus. Also, the parking fee for members of Bargaining Unit 11 (Teaching Associates) will not be increased to support this facility.

Second bachelors degree seekers are already banned (unless it’s nursing or engineering) and undeclared post-bacc students won’t be admitted. Bottom line–only one master’s degree may be allowed, beginning either this academic year or in 2010/2011.

You do realize that for the majority of undergraduate students, they have to take classes during the peak hours for parking right? They have no choice. They can’t take classes at night, where all the morons who are 40 years old and barely getting a graduate degree are taking classes. Most people get their graduate degree before they reach 30. Hell, even those going through medical school, are done before 30. But, not even having a graduate degree by 40? I have never heard of such an outrageous failure. Don’t blame others for your failure at life. It is your own fault.
Fresno State provides the most afforable education in the United States. Try going to a UC or a private school. You have nothing to complain about with this cheap increase. Maybe you should have already received your graduate degree 15 years ago like most people. What a failure.

I am not taking any of your comments personally because I know all that anger is not about me, but it is about you. If you are so mature, maybe you should make a consciencious effort to get help.
For your information I am a forty year old graduate student. I have been happily married for fifteen years. We both have successful careers and unlike you, I decided to come back to school to learn new skills to make my community a better place. We made a conscious decision to have our precious children AFTER we finished our undergraduate degrees and had stable careers. We have both worked hard since before college. We both worked our way through school. The only assistance we received was in the form of scholarships earned by working hard academically as well.
It is interesting you are so willing to part with your hard earned money to pay all of the unneccesary additonal fees being tacked onto education. Are you really that charitable? Hard to believe. Maybe you were you just frustrated because you couldn’t figure out how to find a parking place. I never said I couldn’t afford school. It is simply about financial sensibility. Choosing Fresno State was based partially on reasonable fees. I personally don’t want another penny of my money going to idiotic projects like unneeded parking structures regardless of how much money I make. My right to freedom of speech allows me to voice that opinion. You are also entitled to your opinion, but the personal attacks are a moronic display of immaturity.

That is exactly the poor life choices that I was referring to. That is totally 100% preventable. So should you get special treatment because you made the poor choice to have kids and are now suffering the consequences? That makes a lot of sense. Not. Did it ever occur to you that people decide to not have kids/get married until they are done with their education? That is what a responsible person would do and what millions of responsible people in college do all over the US every year. again, students were robbed and the methods used to “consult” with students are very questionable. i went to one of those student focus groups and they were “paying” students ten dollars for showing up. I walked out and refused the money. They couldnt buy me that easily but they did so to many other students. Lets hope students in 2012 have jobs that increases their wages along with the increasing education costs.

The gender discrimination suits have not been “taken care of” and they do affect the bottom line of the entire university’s funding. I chose this university because of the AFFORDABILITY factor. Fees have continued to rise for almost everything. Those of us who do not qualify for financial aid and don’t have mommy and daddy to pay are the students who are being priced out of the education market. We are the students who are working hard to pay for our own education in addition to paying taxes which allow the less fortunate access to education through financial aid. As for the parking structure, I personally do not see the need to raise fees again to build a parking structure that is not needed. I don’t have problems finding parking because I am responsible enough, even as a commuter, to get myself to campus on time. Get to know the available parking on campus, and get out of bed early enough to arrive on campus before classes begin..you will be amazed to see open parking spaces.
Lastly, I have been at the top of my class since high school, and I have now come back to grad school as an adult. I had plenty of choices for school, but again I chose Fresno State because of AFFORDABILITY and proximity. I certainly would not be so selfish as to leave my children and husband behind, or expect them to relocate because I chose to come back to school to better myself by earning a graduate degree.
You conviniently didn’t say how you are getting through school. If it was your own hard earned money paying for school, you would surely be a little more careful about how your money is spent. Your family must have made brilliant choices to be unscathed by the reccession and able to afford to send you to school ! Perhaps you don’t have a clue about the sacrifices they make for you. Perhaps when (or if) you graduate, no longer have access to financial assistance of any type, and get lucky enough to find an entry level (yes, Patrick, I said entry level) job in this economy, you will grow up and realize what it is like to be a responsible contributing member of society. We can only hope. Think it over and good luck with the growing up thing.

I also hope you are not one of the hundreds of students being effected by the state budget mess with not getting your classes which postpones graduation. Then again, if financial aid or your mommy and daddy are paying everything, it must be a hoot for you to remain suspended in college for eternity.

Hyun: Get a real name before you think that your opinion actually matters. They parking increase is so cheap, people complaining must also think the 99 cent store is expensive. Attending Fresno State is cheaper than pretty much every other college in the nation. Shut up and quit whining. If you can’t even afford to attend Fresno State, your parents must work at Mcdonalds and dumpster dive. Losers.

Just another ding to students. Seriously, how many people who have classes in the large buildings closer to the back of school, nearer the Save Mart center are going to use this large, assinine, ill placed parking garage? I’m guessing it will be a huge asset for athletic event parking. As for administration giving a darn about student opinion; think about it people. In almost every instance I have seen, they ask for it, then completely disregard it Remember the ASI fee hike debacle? Don’t be fooled…they already have their minds made up. It is a psychological ploy to make students feel as though they have a say about what happens on our campus. Oh, and we must also thank the trustees for deciding yesterday to raise our fees by 10% effective this fall. Suppose it will make a difference whether or not students get their classes in order to graduate in a timely manner. Yes, even grad students are feeling that pain.

The reality is there is enough parking spaces! The only reason it seems as if there aren’t enough is because they are far from most classes! Please people WAKE UP walk 5 extra minutes why are you handing out your money like this. YES you are handing it out ur letting them take the money out of your pocket because you don’t stand up and say something. The survey was tainted. I know of many people including myself who wrote in against the idea. Please realize what these people are doing. The parking structure location is going to be far from classes too! So what’s the point people are going to complain again. But as always it’s too late to do anything or is it?

How are thousands of students from Madera, Visalia, Tulare, Lemoore, Hanford, Kerman and many other surrounding towns supposed to just get up and move close to campus. Its ideas such as yours that are in the minds of decision makers that make no sense, they just make dollars and dollars for those at the top. I sure hope you do not get a high position in administering anything.

I’m glad that the fee increase will not come in to effect until the structure actually opens, because if I had to begin paying for a structure that would not open until after I graduated, I would be quite upset. I do find it upsetting that the faculty/staff parking permit fees will not be increased. This is completely unfair and I believe that if a structure is to be built, the faculty and staff should have to share in its costs because they will be using it as well.

again, students were robbed and the methods used to “consult” with students are very questionable. i went to one of those student focus groups and they were “paying” students ten dollars for showing up. I walked out and refused the money. They couldnt buy me that easily but they did so to many other students. Lets hope students in 2012 have jobs that increases their wages along with the increasing education costs.
